Smiley Mitigation Bank is a 15.63-acre site located along Zachary Branch within the Holston River Watershed in Knox County, Tennessee. Historically, the site was utilized as pastureland for hay and cattle grazing. Smiley Mitigation Bank was approved by the Nashville District of the U.S. Army Corps of Engineers in March of 2024 for a potential of produce up to 2,058.0 functional stream credits with physicochemical and biological lift, and 1,495.8stream credits. The mitigation plan includes restoration of natural channel geomorphology, including restoring riparian buffers along all stream reaches, along with restoring or enhancing degraded riparian wetlands.
Smiley Mitigation Bank is approved to offset stream impacts within Holston watershed (HUC 06010104) as the primary service area and Nolichucky (HUC 06010108) and South Fork Holston (HUC 06010102) watersheds as the secondary service area. The service areas include portions of Knox, Jefferson, Hamblen, Grainger, Hawkins, Union, Greene, Washington, and Sullivan Counties.
